Health & Well Being Scrutiny Committee

I attend these meetings in my capacity as vice-chair of the committee. The chair is Stuart Gordon-Bullock, a member of the opposition and despite our political differences we have a good working relationship on this committee.


The purpose of this meeting is to confirm the details of the full committee meeting to be held on 5th June and to be clear about outcomes required.


When reviewing the minutes of the previous meeting Cllr. Gordon-Bullock was able to confirm that the PCT board had made the decision to close Malvern Ward. In the light of views expressed to me by carers and other representatives I felt that it was important for our committee to keep a close eye on the arrangements to rehouse the current inpatients of Malvern Ward. I suggested that we request written evidence of the arrangements being implemented and monitor progress against those arrangements.


On the issue of the decision to close Cheam Day Centre I pointed out that we had yet to make a similar request to reassure us that adequate arrangements were being put in place for the reprovision of services for the current users of the service.


We noted that the Joint Scrutiny Committee being set up to review the closure of the Henderson Hospital had arranged its first meeting for 2nd July and due to the nature of the scrutiny would need to be referred to as the Tier 4 Personality Disorders Scrutiny Review. It is expected that I will chair this meeting.


We also discussed how to deal with the letter from Superintendant Warren Shadbolt expressing his concerns about proposed changes to the s136 suite at Jasper Ward being made by the Mental Health Trust. The s136 suite is a secure area where local police can transfer detainees with suspected mental health problems for assessment. If the suite at Jasper Ward is closed then the next nearest s136 suite is at Tadworth.


When considering the workplan for the next year I suggested that the committee has the opportunity to review the final draft of the User and Carer Engagement Strategy as we receive regular complaints about the way consultations are undertaken. With hindsight this may be more appropriate to be looked at by the Scrutiny Overview Committee, so I will follow up on that later.
