Sutton Town Centre Audit Review

The Audit Review I requested on the town centre refurbishment works has been completed and is now a public document. The report doesn’t make comfortable reading as it exposes mistakes made by the council. However I believe that a full and comprehensive review was necessary to fully understand why the project experienced the difficulties it did and to give residents transparency and accountability.

The report will be considered by the Council’s Audit Committee, which is chaired by a senior member of the Opposition, so I know it will receive a robust examination, as it should.

Most important is the action that needs to be taken to address the issues raised by the report and to ensure that such mistakes are never repeated. The report makes a number of recommendations which will be followed through, and lessons have already been learned and are being implemented in respect of ongoing projects.

I am pleased that the new Chief Executive has agreed to look into an overhaul of the commissioning and delivery structures for major projects across the council to ensure clear and robust governance processes are put in place. I hope that the Audit Committee will be prepared to be involved in evaluating the adequacy of these new procedures.

In the meantime work is ongoing to ensure remedial work on the town centre is taken where necessary. The town centre has been improved as a result of the project, but it is a great shame that the full potential of the refurbishment has not been achieved as a result of the issues faced by the project and detailed in the report.

Fortunately the vast majority of projects undertaken by this council are completed successfully and to budget, but when things go wrong we need to be honest about the mistakes that were made, learn what we can, and apply that learning to future projects.
